STROUDSBURG — A builder who has served jail time for taking money from clients without finishing their homes plans to fight a Monroe County Court decision ordering him to pay more than $100,000 to those clients at no less than $5,000 a month.
"I want to pay the restitution, but the judge by law has no authority to order me to pay a higher amount per month if I can prove I don't have the income to do so," Scott Binsack, 37, said Wednesday night after President Judge Ronald Vican issued the decision. "I tried to do that but wasn't allowed, so now I'm going to file an appeal asking the state Superior Court to overturn the judge's ruling."
